关于struts2的标签找不到的问题

在jsp中标签为<%@ taglib uri="http://struts.apache.org/tags-bean" prefix="bean" %><%@ taglib uri="http://struts.apache.org/tags-html" prefix="html" %><%@ taglib uri="http://struts.apache.org/tags-logic" prefix="logic" %>但是报红Can not find the tag library descriptor for "http://struts.apache.org/tags-bean"Can not find the tag library descriptor for "http://struts.apache.org/tags-html"Can not find the tag library descriptor for "http://struts.apache.org/tags-logic"找的网上的办法说缺少 jstl 和 standard 的jar包，导入之后还是没变。怎么解决。。。
