在<action name="product_*" class="productAction" method="{1}">中class属性里应该写入productAction的完整包路径。

这里的action是由spring来创建的，class写创建的bean的id就可以吧

如果是用spring管理action的话就不需要了，你启动tomcat时有没有报错信息，或者你试试用struts.xml来配置这个action，看看能不能访问到。
